National Guard
The National Guard are patriotic citizens who are called upon for domestic emergencies deemed too boring for the regular Army to get involved with. Natural disasters and the occasional domestic unrest are their bread and butter. There is an intriguing random-skill-set aspect to the National Guard, since most members have civilian occupations. One can imagine scenarios where a National Guardsman-cum-consultant settles a migrant farm worker riot by drawing upon his Six Sigma certification.
But if those farm workers take hostages and escape across the border, well… shit. Better call the army.
A drink with a skill rating of national guard requires a certain minimum competence. But, in the grand scheme of things, most people can do this without thinking. If you can make a Jack and coke, for example, without spilling the whiskey or cutting your thumb on the coke can, you can make these drinks.
